so now Paypal is telling me I've been offered a full refund.... if I return my **bleep** comb to some no name pet shop in China - no doubt the freight will equal the cost of the steps - I bought from Ronarry not Jimo District Aston Pet Shop for which I don't even have a return address - getting really tired of this runaround - lesson learned but very disappointed in PayPay

They want their damn comb back or they will not refund the money, Will cost almost as much to return it as they charged me. Paypal should not require the return of the goods.

In the event of a dispute you choose your seller and not Paypal so you need to bear in mind possible return trackable costs before you go ahead and buy from that seller / country.
Paypal state this >>
IMPORTANT: You may be required to return the item to the seller or other party we specify as part of the settlement of your claim. PayPal Buyer Protection does not entitle you to reimbursement for the return shipping costs that you may incur.
Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction....or the correct one for your country as that is the U.S one.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
Advice is voluntary.

I can see this policy being applicable if you receive the product you ordered and it doesn't measure up, but when a supplier advertises dog steps and then sends you a comb, this is just a scam/fraud so why should anyone have to pay freight?
They are clearly looking at a percentage of people taking their partial refund and they just keep the rest and others paying freight costs which will no doubt significantly impact the remaining 'refund'. A scam is a scam.
