Does Purchase Protection Apply To A Custom Shoes Purchase If The Seller Has A Money Back Guarantee

Good day,

I live in the U.S. and I am trying to order custom made shoes from a seller in Pakistan.  I plan on paying for these shoes using my PayPal account.  The seller has pictures of these shoes on their website but they need to make the shoes in my size U.S. 13.  On the seller's website, they also have a 'no questions asked' Money Back Guarantee that states you can return the shoes to their address in Pakistan or U.K. or U.S. if you are not happy with the shoes.

So, my question is as follows - Since these shoes will be custom made, if they don't look like pictures of the shoes on their website or they make them with poor quality materials or they don't deliver the shoes or I have any other issue, will my purchase be covered under the Purchsae Protection plan because the seller has a Money Back Guarantee?

PayPal purchase protection does not cover Significantly Not as Described claims for wholly or partly custom-made items.

Keep in mind that PayPal services are not available in Pakistan, so you’ll be paying a PayPal account that is not based in Pakistan.
