Dispute question, full refund vs partial

I was promised a refund from a seller who has now been putting me off for more than a week. My trust in this person is shot. They are asking for me to lower the refund dispute amount by $6 claiming that is how much paypal takes out of their total received when i send over payement and that if i dipute the total they would be losing money. Is this true or are they trying to pocket some extra money?

Paypal no longer returns the fee the seller is charged as part of any refund issued.
So you would get a full refund if that is what you agree to but the seller would still pay the fee.
Advice is voluntary.
