Dispute Case got closed. I pay someone to design and install a website

I opened a case with paypal for a number of payments made to a web designer that never did the work.. So how he give them a USPS transaction number and the case got closed... Is paypal stupid? how do you ship a web site design USPS??

Welcome to the PayPal Community! I'm sorry to hear a recent transaction didn't go as you had expected. I can understand how frustrating this must be. I would recommend reaching out to our Customer Support teams to explain what was purchased and how it was expected to be delivered. From there, they can see if the option to appeal the case decision is available.
