Denied a refund for a purchase I did not make

A purchase was made through GoDaddy for a domain name that is not mine. I do all of my GoDaddy purchases through PayPal, but this one IS absolutely not mine. GoDaddy will not allow me access the account because it isn't in my name either, so I already tried that.
Because this "phantom" account has my PayPal information now, I have no way to stop it from purchasing more on my account. To add to this, PayPal won't refund me.
So how am I supposed to protect myself other than shutting down my entire PayPal account? Which honestly I am willing to do.

Please disregard. Shutting down my account is easier than losing money. I lost hundreds of dollars many years ago because of fraud (I even had emails and phone calls), but they took my money anyways. So I cut back on my PP usage.
Fast-forward to a $40+ charge from GoDaddy for an account that isn't even mine. Well.... they can keep their account. It isn't doing a thing for me anyways.
