Deal cancelled, fees money lost! please advise

money was sent from 2 account to 1 person for the value of goods, then the deal did not go through, the receiver sent the full amount minus fees to one account which resulted in almost 140 dollars loss. what do you advise to be done? never encountered such a case or anything that requires to start a claim/dispute, and in the same time i don't want to cause headache or problems to the other side, but i want the money back!
any advise?

PayPal no longer refunds their fees so you might come across sellers that might practice refunding only the amount they received after PayPal takes their fees.
Some would argue that whoever cancels order or causes the problem ought to be responsible for the PayPal fees but it would be good etiquette for the customer to be consulted first before a seller goes ahead and refund minus fees instead of a full refund. You can try opening an item not received dispute in the resolution center to challenge the non-refunding of the remaining amount.
