Canceling and claiming a refund on a Pay in 4 transaction from an unresponsive online retailer

What can I do about a canceling and claiming a refund on a Pay in 4 transaction from an unresponsive online retailer  (plumbersbest.com.au)?

 

I have paid 2 installments of the Pay-in-4 contract.

I never received notice that my order had been processed.

The retailer has not responded to emails and their phone number is not in service.

I have since found numerous online reviews of the website citing similar issues to mine.

Pay pal will not let me file a resolution claim on the installments that have already taken place.

 

What can I do?

Go to Resolution Center and click Report a problem. Select the transaction listing with this seller that is for the entire amount (not the installment payments) for item not received.
