Buyer raised an unauthorized purchase complaint in error

Buyer raised a case in error, thinking it is an unauthorized purchase, after I made contact with buyer, buyer realized her mistake and contacted her bank to send a reversal note to PayPal but PayPal did not return me the amount deducted from me as well as a dispute fee that PayPal has charged me for this; PayPal insist that it is external party who took that amount from me and they have no control over this; The products were sent in August 2021 and the case was raised in October 2021, it is now almost 2022 but PayPal is still not doing a thing on this.
To make things worse, I have now an opened case and a closed case with the same amount, which PayPal informed it might be due to the buyer opening 2 cases by error.

If you were charged a fee then it was not a paypal dispute.
It must have been a chargeback which means that the buyer funded their paypal payment via a card and they went straight to their card issuer and raised the chargeback.
If that was the case then that card issuer and not paypal makes all the decisions and that card issuer charges you the fee.
All paypal can do is pass on any information on your behalf to that card issuer.
If the buyer states it was a mistake then as soon as they were refunded they could have just paid you again.
