Blocking a contact

So I blocked a contact, but all that did was block me from sending them money. Congrats? I don't want to receive money requests from them period. Ever. And yet they can still send me money requests. How and why is that happening? I thought the whole concept of blocking someone is you never receive anything from them. As in, they are blocked. Banished. Exiled. All of the adjectives of them no longer being able to have any way to communicate or contact or send requests at all. Why is this too much to ask for? On FB, if you block someone, you no longer exist. They can't find you. That's the way it should be. I need that to happen on PayPal, or I will be forced to get rid of it. Not that that is super scary for PayPal, bc they get plenty of money and accounts, but still. Just highly annoying and frustrating.
