Air b and b wrongly described

Paid air b and b through paypal, the host and place was not as described and absolutely filthy, air b and b have admitted the place was in a "high severity of cleanliness issue" and are avoiding a refund. Can I raise this with paypal as wrong sold? I have a mountain of photographic evidence plus the property was dangerous.

As long as you paid using the goods/services option you could open a dispute for item or service not as described?

No guarantees on a refund though, worth a shot though.
