Account closed and restricted

My account has been restricted and closed. I would like to know the reason for this action and how I could reopen an account.

If its a permanent limitation then paypal do not give you a reason, they direct you to read the user agreement or acceptable use policy.

I guess telling you a reason would be pointless really as it would not change anything if they have already made their decision.
