sandbox.paypal.com site can't be reached

Hello, 

May I ask if the sandbox.paypal.com is down? I can't seem to access their page and can't test my app. I tried accessing it a few hours ago it still works and gets the redirect URL https://www.sandbox.paypal.com/cgi-bin/webscr, I also tried accessing the URL sandbox.paypal.com, but both returns the "site can't be reached" also tried using mobile data, but It doesn't seem to work so I assume that it was down.
