I have been trying for a while to use (IPN) simulator. However, it keeps saying " IPN was not sent, and the handshake was not verified. Review your information. " whenever I click send.
The provided URL has a valid SSL certificate. GoDaddy confirms that the site is secure and it is reachable externally not to mention that it redirects any HTTP request to HTTPS so the issue probably occurs due either to the DNS or the location of the website since it's being hosted in Egypt.
Kindly let me know what the issue really is and why all these restrictions are there if the IPN simulator is for testing.
I even tried to use the Sandbox method but PayPal never reaches my website for some reason and it keeps on retrying for 8 times with no HTTP response code.
Note that, I checked the access.log file placed in Apache log folder and none of PayPal IP Address reached my website.

When I edited settings for business sandbox account to send the notification to a URL that contained http instead of https the HTTP response code was 503
