Unable to issue a refund from our business sandbox account

Hello,
We're working on testing an integration using our sandbox environment, where we have a business sandbox account and a person sandbox account, being used to create test transactions. That portion is working as expected. However, when we go to test the refund functionality (we're wanting to confirm that the webhook is firing when a refund is initiated), the refund never works in the sandbox. Instead, we receive an error that "Something went wrong. Please try again or contact support."
I have seen mention in some threads that refunds have to be enabled on the sandbox account. Is this accurate or is there another way to simulate a refund?
