can't create paypal sandbox account

 hi, i've tried creating a sandbox buyer account and i receive the following message - 

something went wrong. one or more sandbox accounts could not be created. try again

We're currently experiencing some issues within our sandbox environment, but our engineers are already actively engaged in triaging / resolving the issue.

Is this still an ongoing issue as I am unable to create buyer / seller - status is error everytime?
