Couldn't receive International payment

Today someone tried to pay me first time into my PayPal account through my email address but it shows an error which is written in Hebrew language and I don't have any idea what does that means😢

So do you mean individual account couldn't receive payments? By the way the steps are given there I had already done for my individual account type as well
