Why does the sandbox environment allows subscription when zero balance?

I have integrated PayPal payment gateway in my project. While working with the PayPal sandbox environment, I could able to subscribe to my application without balance in my PayPal account. The subscription completed successfully and PayPal responded accordingly. Why does this happen when we have zero balance?
Whereas I couldn't perform a refund using the above transaction. The refund operation failed for the same transaction. Is it possible while we working with a live account?
