Problems having access to Paypal payouts

Good evening,

I would like to ask you if you also had problems enabling your PayPal payouts account. I do have a PayPal business account and my merchant ID is 

<removed>. Nevertheless, Whenever I go to PayPal developper and I click "enable" on paypal payouts it always drives me to the help page of PayPal. I have tried to contact costumer services several times but I still do not manage to activate my payouts account. Could you please help me activate my payouts account please? Thank you very much for your help.

We apologize for any inconvenience.

Unfortunately, we don't have account level access to enable/toggle account settings.

I request to please check with PayPal Customer Service via this link (then choose at the bottom one of the contact methods - email or phone). They will be able to assist and enable the feature accordingly.

So we are not able to solve the issue even contacting the customer service, and the suggested solution is to contact the customer support...
I see... make sense...

In the paypal dev official documentation, available here: https://developer.paypal.com/docs/payouts/integrate/prerequisites/ 

is clearly written that to request access to PayPal Payout we have to go through https://www.paypal.com/payoutsweb/landing

The only problem is that clicking on that link we are forwarded to customer center and, at least in Czech republic, they have no clue what PayPal Payout is...

Having a working link to the request page would be more than wellcome, trust me 🙂
