Sandbox onboarding

I am trying to test my onboarding integration in Sandbox environment, I am getting the error "NOT_AUTHORIZED", it is a sandbox, it should work without filling the https://developer.paypal.com/docs/multiparty/#link-tellusaboutyourplatform
