Issue with Sandbox account webhooks

Hello! I have a sandbox business account and application working. My integration uses subscriptions and relies on webhooks. I have a webhook registered for PAYMENT.SALE.COMPLETED but this event is never sent. The sandbox account merchant ID which the issue relates to is 5W7SXKZKCBY3S. Is anyone else encountering this issue? I do see that the email notification related to this webhook is logged, but the webhook is missing from the logs.

What I've tried:

1. Setting up a new sandbox account and application.
2. Changing the URL's that the webhooks send to. 
3. Changing the types of events that are sent.
