Thank you for posting to the PayPal Sandbox Community. If your shopping cart integrated with Reference Transactions then you will need to get setup and live Reference Transactions requires an approval process. PayPal Merchant Technical Support can add Sandbox Reference Transactions to any sandbox business account.
We need the Business Sandbox Merchant ID, which can be found in the developer dashboard at https://developer.paypal.com, testing tools, sandbox accounts. You can access the Sandbox Profile by clicking on the three dots to the right of the Sandbox email.
If you need to enable reference transactions in your live merchant account, please contact PayPal Customer Service.
Only the customer service team has access to the tool to request reference transactions for live merchant accounts. It requires a back end team to review your account. If your account qualifies for reference transactions after being reviewed by a back end team, then it will be enabled on your account.
To request live reference transactions on your account, I would encourage you to continue work with my customer support team.
• Log in to your account at www.paypal.com.
• Click Help at the top of the page.
• Click Help Center at the bottom of the page.
• Scroll to the bottom and click "Contact Us"
• Choose "Message Us" at the bottom.
