IPN Simulator only displays "IPN was not sent, and the handshake was not verified" message. (Again?)

It appears that the problem described in this ticket is happening again: https://www.paypal-community.com/t5/Sandbox-Environment/IPN-Simulator-issue/td-p/1506060

No matter what I put in the URL field, even if I put in junk characters, a non-IPN URL, or a valid IPN listener URL, I get "IPN was not sent, and the handshake was not verified. Review your information."

According to this page https://developer.paypal.com/docs/api-basics/notifications/ipn/IPNSimulator/, it should be throwing back messages like "please enter a valid URL" or "We could not send a URL." And it should actually be working with my listener URL.

Is it broken again?

I tested the IPN simulator today and didn't experience the issues you mentioned.

URL field : https://developer.paypal.com

"IPN was not sent, and the handshake was not verified. Review your information"

URL field : ldsahdasjdhashdashdjkasd

"IPN was not sent, and the handshake was not verified. Review your information"

I then entered a URL which I use and I know is functional and received back a positive response.

"IPN was sent and the handshake was verified"

I also received the IPN message.
