Billing address for Sandbox Account

I wonder if you anyone could please enable billing address being returned within the order for our Sandbox Account?

and one more account

Account ID : 3EAASRBKSP9RQ

We are unable to Proceed with Development and testing as we are not getting billing address for the sandbox account 

Can you please enable for the above paypal merchant ID
