My Android phone cannot open the downloaded files for crypto, taxes, etc. I don't know what a .csv file is! Can I get the report as a pdf?

Sorry to know that you're not able to open the downloaded files for crypto. PayPal will provide a Transaction Summary, in a .CSV file that will list the date acquired or sold, the quantity of the transaction, fee per transaction, total value, and transaction ID. A CSV (comma-separated values) file is a text file that has a specific format which allows data to be saved in a table structured format. You can try to convert the .CSV file to PDF using online converter.
