1099 For Maryland. I'm well over the $600, but haven't received anything yet?

Maryland supposedly lowered the reporting requirement to $600. I'm well over that, but also well under $20k.
I'm expecting a 1099 based on this new rule, but I've received nothing. No 1099 from PayPal or eBay.
I plan on filing the schedule-c as I did make profit, but my numbers may not meet the official 1099 as I didn't track sales tax as part of my gross sales.
If PayPal negates to provide a 1099 on the website, can I assume nothing was sent to the government either?
