I just received an email from PayPal about the New IRS requirement, I've never received over $600 in payments, Do i still have to confirm my taxpayer status? Also, What will happen to my PayPal account if i don't confirm it?

If you never received payments of $600 USD or more for the sale of goods or services, it wouldn't be required to confirm your taxpayer status. You can find more information on US IRS Tax Questions 1099-K, B-Notice, and FATCA in our Help Center. I hope this helps!
