I bought a item on eBay a week ago which the seller told me would be shipped either Monday or tues of this week ,I then had a email to say that he was cancelling my order and would refund me ,there has been no refund and looking at his feedback I don't think I am the only person he has done this to. I have been told by eBay that I cannot file a claim until the 23Rd of this month and I have also tried to open a dispute with PayPal and all I am getting is a message stating oops something went wrong. I am now nearly 500 out of pocket and need the money back asap ,can anyone advise me what to do next?thanks
