Interesting... the same is happening to me today too... if you check in your transaction history do you also have any transfers being made from your bank account to your paypal account ?

Im in us for A FEW WEEKS AND THEY PUT ME THROUGH TO NEWCASTLE ON A BLOODY MOBILE PHONE HAVING SAID IT WAS THEIR us OFFICE!! They didnt have a clue as to why this is happening!
The "issue refund" bit by the side of your transaction isn't telling you to issue a refund it is just their if you WANT to issue a refund as a lot of sellers didn't know where the option was.
