blank page of Send or request payments

Hello

I can't send money from my PayPal Account when go to

My Payments

Available(estimated USD value)

2,91 $ USD

Send or request payments

I get blank page ????

I have reload many time and change my browser and my device nothing just blank page

Note: my account is bushiness account

Lastly it was have issue but was solve by calling customer service

I use windows 8.1

browser Firefox Quantum 59.0.2 (32-bit) Firefox  is up to date
