Hello , I have a problem, I have received 200$ as a donation through youcaring site, I tried to withdraw it on my bank account but it couldn't work out due to the location (Im from Rwanda east Africa and we ain't allowed to withdraw funds nor add nor receive it using PayPal ) after a month (0n 1st September / 2017)money returned back to my PayPal account (192.40$) I try to refund them back but it can't work out .it has been 7 months and nothing changes. They took fees of 7.60$ but due to my location I can't be able to add them cz of my location (192.40$ 8 have to add 7.60$) what can I do?
