Need to reopen an claim

I guys,

I have been buy a service (iphone unlock) that will be processed in 10 days, but after 15 business days i made a paypal claim because the iphone is still locked.

The iphone isnt unlocked until now.

I'm been forced to close the claim because the seller say that if i close the claim he will solve the problem fast, but until now i have my iphone locked.

You cannot re-open a closed claim.

There is no buyer protection on paypal for "services".

Not through Paypal anyway .

If you funded the transaction from a credit card you can chargeback from that .

You options are more limited if it was bank transfer funded .

And non existant if it was funded from a Paypal Balance possibly.
