Why am I not allowed to open a dispute?

My child has a paypal account connected to mine and didn't recieve the item after about a month now and the seller isn't contacting us back. I tried opening a dispute but I get the message
"We're sorry, but this transaction cannot be disputed because it is not a purchase of goods or services. Please contact the recipient directly."
From what I've seen, the accounts for teens aren't able to chose between gift or send as a payment so why can't I open the dispute?
