I was told I'd get my refund in 7-10 days and it's been over 10 days! It's impossible for me to contact Paypal through email or on the phone, I've tried numerous times!!! eBay told me that I need to contact Paypal about a refund I am supposed to receive (which my Paypal account shows I received it) but my bank account was NEVER reimbursed. What am I supposed to do now? I really need some help so I can be done with this!!

I have the same question. My account shows the entry, but does it get credited back to my credit card on file? Or is it just a credit against my next purchase?
I found the following on PayPal's website:
------
How is a refund credited?
If you used a credit card, PayPal credits your credit card. If you used a funding source other than a credit card, your PayPal balance will receive the credit. If you used both a credit card and another source, the credit card portion goes to the credit card, and the remainder goes to your PayPal balance.
Please note, refunds to credit cards can take up to 30 days to appear on your statement.

Well, activemom has been waiting for almost 5 months for hers!
Again, hers sounds like the seller was refunding, and the sellers refund bounced.

The company sent the money to paypal
This was not a refund under the paypal buyer protection plan. The seller "tried" to refund, and it bounced.
activemon, should have filed an INR complaint with Paypal, and then paypal would have refunded her under the buyer protection program

If activemom did file a paypal dispute and escalated it to a paypal claim.
And the seller responded to the claim stating they refunded., Paypal might have closed out the claim then, not knowing at the time the refund was going to bounce.
Activemom should have called paypal, and should call them now.
If she filed the claim , and the sellers refund bounced, paypal should pay out under their BPP
