Mexico PayPal user to US PayPal user - Transfer of dollars from one to the other

My cousin in Mexico has a PayPal account and I have one here in the USA.  He often asks me to make purchases for him from online retailers due to the lack of availability or high cost of goods in Mexico.  The problem is that his credit card is often not accepted here (even though it is a Visa) and his attempt to purchase using his PayPal account, charging his credit card on PayPal, have also been unsuccessful.  Can he transfer converted pesos (pesos to US dollars) from his PayPal account to mine so I can either take funds out of my PayPal account or use the account to make purchases for him?  If so, what charges/fees are involved?  I've asked this of PayPal but have yet to receive an answer.  Has anyone had this experience?

His problem may stem from the fact that the sale of items may preclude him from buying, especially if it's done on ebay.

There are settings on ebay that can prohibit him from buying - trying to work around them can get him booted off the site.

For you to be buying for him and then letting him pay could get you booted as well.

He can convert money to USD and send money to you - costs about 1% of the amount, but then you should buy the item, pay for it and have it shipped to YOUR address - the 2 of you will have to work out a way to get it to Mexico.
