Process credit card without paypal account for subscription services

Hello I am getting an error of "DPRP is disabled for this merchant" in sandbox env. when tried to execute billing agreement using the billing agreement api (v1) .

After we enabled "Recurring Payment Module” the error is still there

Anything we are doing wrong?

PayPal Guest checkout/PayPal account optional is not available with REST API for Recurring billing/subscriptions. Have to get PayPal Pro w/ Recurring Payments and then build those types of subscriptions with a custom checkout and the APIs (or configure it in a platform/plugin that integrates it for you.)

Thanks for the reply but why cant I use this api? 

The doc clearly says I can process credit cards of customers  without paypal account:

Also why cant I use the older billing agreement api if I already have the paypal payment pro ?

Does payflow have rest api ?
