Insufficient privileges API Error Message

I have a website that lets people enter dog shows online. I'm changing the PayPal Client ID on the fly, depending on what type of show the user is entering.
One of my Client IDs works great. The person can fill out the form and the payment goes through both with their PayPal login and credit card.
The other Client ID throws an error when the user tries to pay by logging into their PayPal account, but credit card payments go through fine.
I'm using the Quasar Framework for the application.
Why would one account work and the other doesn't? I've tried to compare both Paypal developer accounts and I don't see any differences. I've looked at my code and I'm sending the exact same information with both Client IDs. I'd love some help. Thanks. There has to be something I'm missing.
