I have seen people with similar messages but my error seems to be fairly unique. Basically I tried to apply for a PayPal debit card but I am met with '
'Sorry, you are not currently eligible to apply for this card.' This has happened for about a week now and is really annoying as it seems to be EXTREMELY useful.

I'm having the exact same issue - did you ever get this resolved or work out what the issue was?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
