I Need To Notify PAYPAL That I Never Received My PAYPAL MasterCard

Hello. My Name is robert0684. I need help. I've been trying to figure out how to notify PayPal that I never received my PayPal MasterCard. Can someone please tell me how to do this. My patients are frazzled from trying to figure this out.  Any and all help will be greatly appreciated.
