Using Pay Pal for Make an Offer items on eBay

I noticed recently that if an offer is accepted on a Make an Offer item on eBay, the payment screen comes up without the option of using Pay Pal.  On some of the more expensive items, I like to use the 6 month payment option Pay Pal offers and I am not being given the option.  The sale is directly charged to my credit card.  Is there some setting that has changed?

I was looking through conversations on eBay last night.  This is some kind of default payment option that is being pushed on Buyers because so many folks are not paying for items when purchased.  When purchasing an item, the system takes you to your default credit card and automatically charges it on Make an Offer items.  It appears you no longer have an option to choose Pay Pal for payment.  Several folks suggested deleting the credit card and re-entering it as a work around.  This is some sort of beta test with eBay.
