Im trying to pay an invoice from a make in Russia and i live in Idaho. When i try to pay the invoice it says sorry we cant complete your purchase at this time. to comply with government regulations, this transaction has been declined.
i cant find any info on to why this is happening. This man has an online business, so I'm not the first customer of his
