paypal took $38 from me for no reason and is refusing to give it back :)

i made a payment on depop using my PayPal balance and the balance of one of my debit cards. i had nearly $20 loaded on my card at the time but it’s saying that i had insufficient payment for my purchase so it chose to charge me a $38 fee randomly and now my checking account is -$20. i contacted someone on the customer service board but they refused to give me a refund and said to talk to my bank instead. however my bank is terrible at customer service as well so I won’t be getting one :). if someone could please explain how to get my money back that would be great because what was taken is equivalent to several hours of working as I work minimum wage. I’m very disappointed because I tried to use depop as a side gig and PayPal <bleep> me over for no reason.
