Why did I get a "can't authorize your payment" message?

I am new to Paypal and have linked the debit card of my bank account to my Paypal account as my ONLY payment option. I don't have a credit card. I tried HELP and CUSTOMER SERVICE and the RESOLUTION CENTER but have not found a resolution to my issue. This is the first time I have used my Paypal account to pay for a domain name for a blog that I want to start. (So far, I have used Paypal only to receive a donation from a friend in America. It did not go smoothly, maybe because of the exchange of currency necessary from USD to Philippine pesos. It took weeks to resolve the issue of a small donation from a friend.
