I'm sorry to hear that you sent a payment to someone that you do not know. Was the payment sent as a purchase payment for Goods and Services, or was it a gift payment/Friends and Family? If it was the former, you should have the opportunity to open a dispute for Item Not Received. If it was a gift payment, there is no recourse for recovering the funds if the person is not responding to you via the email address or mobile number associated with the payment.
