Is GST registration compulsory for receiving international payments in India?

Hi,

I have tried every possible setting but I could not successfully receive any international payment in my verified Paypal Business account. I am able to receive INR payments. I am located in India and have an Indian bank added to my PayPal account. Please let me know if having a GST registration compulsory for receiving international payments.

@sharpiemarker, I tried earlier as well to connect over call but it never connects to any representative, the line goes blank after "this call may be recorded blah blah". Is there a way I can get a call back from paypal?
