iHerb US transaction in USD charged twice to linked Westpac Australia bank account

On the 22 October my Westpac Australia linked bank account was charged AUD 256.04 being the AUD conversion of a USD charge by iHerb. The same AUD amount was charged to the same Westpac Australia bank account on the 24 October, being a duplicate of the earlier transaction. This is the second time a duplicate bank debit has resulted from a PayPal transaction with iHerb. On the first occasion the duplicate debit stayed on my Westpac statement for several days and then disappeared, leading me to suspect that it was likely a bank problem related to FX conversion, not a PayPal error. In respect of the current duplicate bank debit my PayPal account lists only a single iHerb USD transaction so PayPay denies duplicate charging. Westpac Bank on the other hand denies that its systems are at fault in any way and claims that the duplicate charge must have been initiated by the Merchant (PayPal). I have been purchasing items from iHerb US for at least a couple of years and I notice that this duplicate bank debit problem started in July when iHerb changed from charging in AUD to USD. Anybody else experienced this problem?
