We can't process your payment using your PayPal account right now.  Please go back to the seller's website and try using a different payment method.

 

I've tried different devices, I've tried logging into both my PayPal app and the web account but cannot see any reasons for the problem.  I see the same problem reported many times but no answer is forthcoming.

 

I've tried several times today, from 3am through to 12pm.
