Validation Problem

Dear Sirs,

I am sending you this letter because I am on June 22, 2021. HAD A PROBLEM WITH SENDING MONEY.
I sent my brother 1000 euros and when he received his paypal he was asked to keep approximately 55 euros while 945 euros were reserved and he was not allowed to take that money to himself!
He returned the money to me on that occasion.
I am asking for your help and advice on what is happening, because that payment is urgent for me in order to realize it.
I ask for your help and response.
