I am totally new to using PayPal and have recently inquired into purchasing someone's PC listed on the iPhone App "OfferUp". I have read through OfferUp's policies and they do not offer Buyer's Protection if the transaction is done outside of their App. In the event that I was to be scammed by this seller and used PayPal as my transaction method would I be able to get a full refund quickly?
That depends on many factors all listed in Paypals buyer protection policy for you to read so you can risk assess your transactions. Legal (bottom right of Paypals pages) > user agreement > buyer protection.
