I do not see any activity on this Paypal history, hence i cannot ask for a refund.
Bought an item, then charged me twice the transaction. Asked my local bank, told me that i really did made those 2 transaction.
Asked seller to refund my money, seller only refunded 1 payment only and claimed that seller only received 1 time payment only from me.
I also cannot see the item that i bought on this online shop.

Check your bank or card account to see if the duplicate is a temporary authorization. Then keep an eye on it for the expiration of the duplicate temporary authorization. Expiration occurs no longer than 30 days if authorization turned into a charge.
Temporary authorizations can't technically be canceled, they eventually expire and the funds released instead if the seller doesn't turn it into a charge. The seller already issued refund on the one they did turned into a charge.
