There are several different reasons your payment won't go through.
It could be the internal security system being triggered due to recent limitations or unusual pattern payment history on your account. But it does not mean your PayPal account is always the factor. It could also be the recipient's PayPal account that has limitations
You may also consider checking the payment method that you are using. If your debit or credit card was declined, check to see if: Your card is expired or out of date, you need to confirm your card or your card company or bank has more information (this means you need to call your financial institution)
Though you may also try changing your payment method (link another card or bank) or check your recipient’s email address or phone number is entered correctly.
